Every two years, DEQ is required by the federal Clean Water Act to conduct a comprehensive analysis of Idaho's water bodies to determine whether they meet state water quality standards and support beneficial uses or if additional pollution controls are needed. This analysis is summarized in an "Integrated Water Quality Monitoring and Assessment Report" (Integrated Report), which is submitted to the U.S. Environmental Protection Agency (EPA) for approval. The report serves as a guide for developing and implementing water quality improvement plans (total maximum daily loads, or TMDLs) to protect water quality and achieve federal and state water quality standards. 

An Integrated Report must be approved by the EPA before it can be used by a state to guide its management decisions. Idaho's most recent approved version is its 2002 Integrated Report.  This document will continue to guide DEQ's water quality management decisions until a 2004/2006 Integrated Report is completed by DEQ and approved by EPA.

 Final 2002 Integrated Report

Idaho's 2002 Integrated Report was completed by DEQ in April 2004 and was submitted to EPA for approval in July 2004.  The public and EPA commented on the draft report in 2003; DEQ received additional comments from EPA in October 2004 and February 2005 (view DEQ's response).  The report was approved by EPA in December 2005.

Water bodies listed in Section 5 of the 2002 Integrated Report require TMDLs to protect their beneficial uses and meet water quality standards. Water bodies found to be impaired on the 1998 §303(d) list that now meet water quality standards were removed from the water quality limited list (Section 5) and moved to other sections of the report.

The report shows that 24% of Idaho's streams meet state water quality standards, 36% do not meet water quality standards, and 40% have not been assessed.

View 2002 Integrated Report Response to Comments & Temperatuare Package

DEQ conducted a 60-day public comment period on the principles and policies document and water body specific actions taken in Idaho's 2002 Integrated Report. Twenty-six comment letters were received, in addition to comments that were provided online via DEQ's Web based mapping project. Some comments came after the close of the comment period, but all comments were considered and included.
